Vision

Contribute to national prosperity by providing efficient and effective administration of Australia's offshore:

  • petroleum
  • greenhouse gas (GHG)
  • electricity infrastructure regimes

on transition to net zero.

Purpose

Provide advice to government and decision makers on:

  • the grant and administration of titles and licences
  • monitoring compliance with title and licence conditions
  • data management and resource stewardship.

Culture

Role and goals

Our approach to delivering is based on 4 pillars:

Resource stewardship

Provide responsible administrative and regulatory oversight of Australia’s offshore petroleum and GHG projects.

Goals:

  • Efficiently administer titles and licences to support transition to net zero while maintaining energy security.
  • Use performance monitoring and industry benchmarking strategies to assist in optimising offshore resource projects.
  • Encourage responsible use of infrastructure and technology. This is to ensure offshore petroleum projects are developed, matured and decommissioned in a responsible manner.
  • Maintain an effective risk-based compliance and enforcement framework.

Leveraging information and technology

Improve and integrate our systems to enhance security, information, accessibility, and evidence-based decision making.

Goals:

  • Integrate systems to improve governance, analysis and modelling.
  • Enable the digital transformation of submission processes.
  • Leverage technology to promote collaboration and innovative approaches.
  • Stay informed of relevant technological advancements and operational practices.
  • Facilitate access to publicly available information, including open file data.

Engagement

Enhance stakeholder engagement strategies to promote efficient and effective working relationships.

Goals:

  • Collaborate to improve legislation and guidance material and minimise regulatory burden.
  • Foster cooperative relationships with industry, government and our overseas counterparts.
    This is to maintain a unified, efficient and best practice operating environment.
  • Consult and report transparently on performance.
  • Keep stakeholders informed of significant decisions, actions, announcements and events.

Regulatory excellence

Foster and support a cost–efficient, high–performing workforce, focused on:

  • continuous improvement
  • best practice outcomes
  • a positive workplace culture.

Goals:

  • Exercise legislative powers and functions in line with government expectations and policy.
  • Ensure assessment timeframes for applications are met 90% of the time.
  • Maintain cost effective and efficient operations, along with a competent capacity.
  • Ensure risks are appropriately anticipated, monitored and controlled.
  • Promote and maintain a flexible, safe and inclusive workplace.
